Placer County offers achievable housing development opportunity in Tahoe City

Placer County is offering a development opportunity in the Dollar Hill area of Tahoe City, to build much-needed achievable housing for North Lake Tahoe residents and employees. Achievable housing, as defined by the Tahoe-Truckee region’s Mountain Housing Counsel, includes affordability levels for households earning between 30 percent and 195 percent of the area’s average median income.

A request for proposals document has been released by Placer County inviting housing development firms to submit proposals to develop a mixed-use achievable housing and commercial project on the 11.4-acre parcel. Respondents are expected to detail their experience and vision for a development project consistent with community goals and area plans.

The county hosted a community workshop on Aug. 1 to receive input on the features residents would like to see included in the proposed project. That feedback is included in the RFP for developers to consider in their proposals.

Dollar Hill offers an ideal site for achievable housing, with easy access to TART bus routes, multi-purpose trails, schools, North Lake Tahoe’s downtown centers of Tahoe City and Kings Beach and the Dollar Creek Trail.

The property, located on North Lake Boulevard just northeast of Tahoe City, was previously approved for a mixed-use housing and retail development and retains many development rights for residential and commercial use. Its expired permit approved 128 housing units - 78 affordable apartments for seniors and 50 market-rate units - as well as 4,800 square feet for commercial use.

The Placer County Board of Supervisors on Aug. 28 voted to approve a $3.6 million purchase and sale agreement for the property and approved terms for the land deal in July.
