Certified Unified Program Agency (CUPA) Program

Environmental Health inspects Hazardous Materials Facilities, Hazardous Waste Facilities, Underground Storage Tank Facilities, Groundwater Monitoring Wells, Waste Tires, and Solid Waste.

Environmental Health is the designated Certified Unified Program Agency (CUPA) for all areas of the county except The City of Roseville Fire Department is the CUPA for the City of Roseville. The Unified Program consolidates and coordinates administrative activities such as permits, inspections, and enforcement. CUPA Programs include the following:

  • Hazardous Materials Business Plan (HMBP)
  • Underground Storage Tank (UST)
  • Hazardous Waste Generators (HWG)
  • Tiered Permitting
  • CAL- ARP
  • Above Ground Storage Tanks (AST)
